There isn’t any difference at all, it’s just what people have decided to call them. The correct name for them is towel rails, however many more names have been used. This includes towel warmer, towel radiators, towel heaters, bathroom radiators and more. It is similar to a Vacuum Cleaner, this is its technical name, but many of us call them a hoover, or a Henry. The only difference there could be is when discussing towel or bathroom radiators. Some people are looking for radiators that are safe to be used in a bathroom and/or dry towels.
